The DDU-GKY skilling ecosystem.

In the government sponsored skill training eco-system of the country, DDU GKY is one of the bigger programmes. The DDU GKY skilling ecosystem consists of the Ministry of Rural Development (Government of India (MoRD), State Skill Missions, Project Implementing agencies or training partners and Technical support agencies (NIRD, NABARD). Combined with industry partnerships, the ecosystem comes together to provide the best possible training and gainful employment opportunity for a candidate. Pandit Deen Dayal Upadhyaya Grameen Kaushalya Yojna (DDU-GKY) initiative is part of the National Rural Livelihood Mission (NRLM) and is observed as Antoyadaya divas on 25th September every year. The DDU-GKY skill development program focuses on skilling rural youth to build a steady wage employment for them. The DDU-GKY programme is an important component of the National Skill Development Policy and the important features of DDU-GKY are as follows:

  • DDU-GKY undertakes market-led and placement linked skill development training programmes
  • Placements to 75% of the trained candidates.
  • The prime focus will be given to poor families falling under worker household and other minority sections
  • Post placement support for all the trainees
  • Form alliances with training partners who can train and support overseas and captive placements
  • Promote PM’s campaign of “Make in India” through joint partnership with industry and DDU-GKY
  • You just have to spend about 2-3 hours/week for 12 weeks to complete this course and get certified.

Gati Academy has been involved in implementing DDU-GKY Projects in Rajasthan, partnering with RSLDC and in Uttar Pradesh with UPSDM. Gati Academy is in the process of securing projects across 4 states by December 2021.

PMKVY Project.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). Under this Scheme, Training and Assessment fees are completely supported by the Government.

Scheme involves
1. Short Term Training

The Short-Term Training imparted at PMKVY Training Centres (TCs) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs also impart training in Soft Skills, Entrepreneurship, Financial and Digital Literacy. Duration of the training varies per job role, ranging between 150 and 300 hours. Upon successful completion of their assessment, candidates shall be provided placement assistance by Training Partners.

2. Recognition of Prior Learning

Individuals with prior work experience or skills shall be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. RPL aims to align the competencies of the unregulated workforce of the country to the NSQF. This is a significant activity wherein individuals undertaking informally the listed job roles get benefitted from this certification. Such certification will ease their career advancement possibilities.

UPSDM.

A National Skill Development Policy was launched in 2009 with the aim of skilling 500 million persons by 2022. Under the National Plan, the State of Uttar Pradesh aims to skill over 4 million youth by the end of the 12th Five Year Plan. In order to achieve this target and provide employable skills to the youth of the State, the Uttar Pradesh Skill Development Mission (UPSDM) has been instituted. Based on the learnings and experiences of other states, the Government of Uttar Pradesh has developed a unique structure for UPSDM. UPSDM acts as an integrated mission which combines the efforts of various State Departments in achieving the skill development targets for the State. UPSDM is the implementing agency for skill development targeted at enhancing employability in Uttar Pradesh, subsuming the targets of various State Departments such as Rural Development, Urban Development, Labour, Minority Welfare, Social Welfare, etc. Established in 2013; mandated to coordinate all skill development initiatives, leveraging on State Skill Development Policy, UPSDM empanelled Private Training Partners in addition to Govt. Training Partners for conducting skill development trainings.
